CAPACITY BUILDING AND TRAINING PLAN

The purpose of this Capacity Building and Training Plan is to strengthen the skills, knowledge, and operational capacity of CIIP personnel involved in the management of climate finance and environmental projects, including both adaptation and mitigation initiatives. The plan is designed to ensure alignment with the requirements of international funding agencies, particularly regarding environmental, social, and gender safeguards. It will support CIIP’s role as a Direct Access Entity by enhancing institutional readiness and technical proficiency.

CODE OF ETHICS AND CONDUCT

The Code of Ethics and Official Conduct of Employees (hereinafter referred to as the Code) was developed in accordance with the provisions of the Constitution of Tajikistan, the Labor Code of the Republic of Tajikistan, and is aligned with international standards, including the Anti-Corruption and Ethics Guidelines of the Adaptation Fund (AF) and Green Climate Fund (GCF). It is developed by the Center for Implementation of Investment Projects (CIIP) and is grounded in generally accepted ethical principles and norms of Tajik society and state.

ENVIRONMENTAL AND SOCIAL MANAGEMENT SYSTEM

FINANCIAL MANUAL

The CIIP has a Finance and Accounting Department (FAD) to handle the day-to-day accounting and financial management operations. The principal objective of PFAD will be to support management in the disbursement of the Project’s resources with the purpose of ensuring economy, efficiency and effectiveness in the delivery of outputs required to achieve desired outcomes. FAD will be responsible to maintain accounts and records in accordance with GoT and International Accounting Standards. Separate financial accounts will be kept for the Project.

GENDER POLICY

Procurement Manual

The “Procurement Manual” provides the essential information and brief step-by-step procedures for procurement of goods, works and services. This document is intended to guide the procurement officials directly involved in the procurement activities. It also intends to help with understanding the procurement processes and to achieve uniformity in procurement processes throughout the project. The rights and obligations of the purchaser and the contractor of goods and works will be governed by the tender documents and by the contracts signed by the purchaser with the contractor and not by the guidelines stated in this document.
